Network commercial structures were solidly in
place but by 1935 about 1/3 of all network
radio programming was still unsponsored and
offered "in the public interest" at the
networks’ expense. Educators thought that
ratio was insufficient
notwithstanding the fact
that network programs like
the CBS “American School
of the Air” and NBC’s "Music Appreciation Hour”
(hosted by the NY Symphony’s conductor,
Walter Damrosch) represented considerable
educational undertakings.
